The game unfolds in the aftermath of a devastating catastrophe that has cut off Tokyo and its surviving residents from the rest of the world. These twenty-three Kumis collectively form the Union, and rumors swirl that defeating the Union is the key to escaping Tokyo. Following the disaster, some of Tokyo's inhabitants discover they possess unique and potent abilities granted by mystical tattoos.

The development of the game was spearheaded by Sushi Typhoon Games, marking their inaugural venture in the gaming industry after the brand's establishment in January 2016. Notably, the captivating tattoo designs in the game drew inspiration from traditional Japanese tattoo art, crafted by the skilled hands of Koji Tanaka.

Initially, Nikkatsu launched the game exclusively as a digital title for PlayStation Vita in Japan on September 30, 2016. However, NIS America revealed plans for an English localization during a press event in February 2017. This localization was made available for both PlayStation Vita and Microsoft Windows. The North American release occurred on November 14, 2017, followed by the European release on November 17. Remarkably, the Windows version offers a Japanese language option, and the PlayStation Vita edition is offered in a limited edition package that includes an artbook and the game's soundtrack.
